The city of Houston and its municipal employees union have reached a four-year labor pact that provides for no raises for two years.

The agreement is the city’s third major labor deal in four months. If the proposed contract with the municipal employees is ratified by union membership and approved by the City Council, the city will have most of its 20,000 employees locked into no salary increases until 2013.

The firefighters union and the city announced a three-year deal in May.

The police union and the city reached a five-year deal in March.
