Save energy, save money.  Right?  Not exactly.

Take a look at your electricity bill.  Do you see a line that says “base charge” or “minimum usage charge”?  Nearly every electric company in town has a provision in their fine print that imposes a minimum usage fee if usage in a given month falls below a certain threshold — most commonly, one-thousand kilowatt hours.

Carleton Cole tells our news partner, KHOU 11, he was hit with a $10 fee eight times in the last year — money he will never get back.
